City of Monroe, WA is Hiring an Assistant Finance Director Near Monroe, WA

Description

This position will supervise staff in various finance activities by assigning work, monitoring progress, and evaluating performance. The Assistant Finance Director also performs complex accounting activities requiring full professional competency. Recommends policies and procedures; analyzes and audits financial records for completeness and conformance to policies and procedures. Designs new systems or modifies existing systems to provide records of assets, liabilities, and financial transactions of the City. Prepares a variety of complex reports, statements, and documents for major financial projects. Assists the Finance Director with City Investments and City Bond Issues. Steps in as acting Finance Director when the Finance Director is out of the office. This position is open until filled. First review will take place on May 7, 2024.

Job Responsibilities

  • Receives general direction and spot check supervision by the Finance Director. Provides supervision to employees in the Finance department with respect to customer service, utility billing, payroll, AP, and AR. Prepares performance evaluations as well as assist with hiring of new employees.
  • Responsible for General Ledger accuracy with City Funds. Make adjustments to ensure revenues and expenses are coded with appropriate BARS numbering.
  • Monthly reconciliation of City’s bank accounts to cash and the general ledger.
  • Manage the monthly reconciliations of utility billing and general ledger accounts receivables, building permitting system to general ledger, and Police drug seizure accounts; perform annual audit of Police drug seizure accounts.
  • Manage the monthly custodial and fiduciary fund reconciliations; provide back up for custodial fund distributions and quarterly preparation of Leasehold Excise Tax report.
  • Manage the City’s fixed asset and small and attractive items inventories.
  • Manage and provide backup to Payroll.
  • Assist the Human Resources department with labor negotiation strategies and costing scenarios.
  • Accounting and budgeting for all Internal Service Funds and their replacement reserves.
  • Provide updated mitigation reports for Parks and Streets, track revenue and expenditures to ensure funds are spent according to project within time requirements.
  • Assist with preparation of the City’s biannual budget, annual financial report, and annual street report.
  • Responsible for maintaining City information in the Municipal Securities Rulemaking Board’s Electronic Municipal Market Access (EMMA) portal for compliance with bond covenants.
  • Assist the Finance Director with the maintenance of long-range strategic budget projections and the six year utility rate model.
  • Maintain accurate records and audit trails for State Auditor examination.
  • Assist with State and Federal audits.
  • Manage the Finance Department record retention and destruction program per state statutes.
  • Attend Council meetings and Council Committee meetings as needed.
  • Assist the Finance Director as the accounting liaison for the City’s departments with regards to federal grant programs.
  • Perform other duties as directed.

Minimum Qualifications

  • Six years progressively responsible experience in governmental accounting
  • Bachelor’s degree with concentration in Accounting or Business Administration preferred
  • Pass a credit report verification process in order to be bondable.
Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.

  • Knowledge of General Accepted Accounting Principles, principles and practices of municipal finance including BARS.
  • Ability to operate IT technology and execute application software.
  • Knowledge of legal, policy, and procedural requirements for carrying out financial management functions.
  • Ability to recognize accounting problems while reconciling accounts.
  • Ability to work with and develop complex spreadsheets for various payroll reporting.
  • Ability to work in a fast-paced environment and to manage multiple projects concurrently under difficult deadlines.
  • Ability to develop, implement and maintain effective record keeping systems, procedures, and policies.
  • Ability to complete projects from inception to completion with close attention to detail.
  • Team building skills including instruction, problem analysis, initiative and decision making, planning, and organizing. Adaptability/flexibility, stress tolerance and time management.
  • Ability to establish and maintain working relationships at various levels.
  • Excellent interpersonal skills to deal tactfully and courteously with the public, co-workers, and other city employees.
  • Ability to apply independent judgement; ability to express oneself effectively in all avenues of communication.
  • Ability to maintain confidentiality and exercise discretion, tact, courtesy, and patience.
  • Excellent communication skills.
  • Ability to attend evening meetings as needed.
